The bad soap is a Lumon disciplinary tool used to reprimand severed workers for insubordinate behavior, such as defiling body parts with writing or markings.

Although it has only been referenced verbally and not seen onscreen, the bad soap is presumably managed by Mr. Graner and may be stored in the security office or another location inaccessible to severed workers.
