A Hall Pass is a Severance Reform perk to be granted to severed workers as explained in the Thank Kier for the Macrodat Uprising welcome video ^[1]. It appears to be a clip-on badge which an Innie can wear to prove they have the freedom to wander the halls of the Severed Floor at will.
