A Hall Pass is a [[Severance Reform]] [[perks|perk]] to be granted to severed workers as explained in the [[claymation]] welcome video (([[s2e1]])). It appears to be a clip-on badge which an [[innie]] can wear to prove they have the freedom to wander the halls of the [[severed floor]] at will.
